About Angela

Angela St. Julien is the owner and Principal Mediator/Arbitrator at Yes Mediate, LLC. She believes parties’ agreements are successful and most likely followed when all parties are invested and happy with its design.

She is currently completing a graduate program in Family Studies and Christian Counseling. Angela has Bachelor of Science degrees in Political Science and History, and has Certifications in Ethical and Inclusive Leadership and Diversity, Equity, & Inclusion in the Workplace.

Angela currently serves as an approved Arbitrator for both Virginia and Washington State’s Surprise Billing programs. She is a FINRA Public Arbitrator, and volunteers as a Mediator for the Better Business Bureau of Houston and as a Long-term Care Ombudsmen. Her background and experience uniquely qualify her to serve as a neutral in varies industries.


Angela’s mediation technique focuses more on the human interaction in the possibility of rebuilding the damaged relationship when ever possible. If parties are not likely to continue a personal or working relationship in the future, she strives to assist the parties in maintaining rapport based on mutual respect as they continue to operate in a shared community.

Harris County Long-term Care Ombudsman Program
Ombudsman Certification Training (Current)-

Expungement Training (1 Hour)-
This course provides guidance on expungement procedures outlined in Code of Arbitration Procedure Rules 12805 and 13805, as well as FINRA Rule 2080

Basic Arbitration Training (6 Hours)-
Covers each stage of the arbitration process and reviews the procedures that arbitrators must follow to successfully complete an arbitration case.

Overview of consumer arbitrations, with focus on consumer arbitrations administered by the American Arbitration Association

Arbitrator Ethics (4 Hours) –
Overview of applicable statutes, rules, model codes and other authority governing common ethical issues that arise in arbitration.

Central Texas Dispute Resolution Center
CPS Mediation (20 Hours) –
Obejective- to train the neutral to help parties in a legal dispute reach an agreement, typically regarding a service plan or case resolution, without a formal trial.

Objective- to better understand the dynamics and issues in co-parenting and the needs of parents and children within high conflict families; Study the development and evolution of parenting plans, parenting coordination, and parenting facilitation techniques.
